I am particularly please to be working directly with such a powerful team of Michael Noonan, Richard Bruton and Leo Varadkar to ensure economic recovery is the top priority of the party. Fine Gael Deputy John Perry TD has highlighted the major backlog in REPS 4 payments to farmers participating in the scheme. Speaking after it was revealed that out of the 1766 participants in the scheme in Counties Sligo and Leitrim over 700 are still awaiting payment for ’09. Deputy Perry said;

Speaking in Dáil Éireann on Wednesday evening during the Fine Gael Private members Motion on Government finances, Deputy Perry stated that Education to secure a better future must be one of the priorities in preparation for the recovery phase and that given the scale of the job losses sweeping the country we should expand the number of nursing education places, not reduce them.

First of all I wish to offer my sympathy to the family and friends of the late Mr. Shane Geoghegan. The murder of Mr. Shane Geoghegan is one more example of a murderous attack on the citizens of this State.

I thank Deputy Reilly for tabling this very important motion. Whatever about this Fianna Fáil and Progressive Democrats led Government, the rest of us live in the real world, not in the fantasy land of spin and propaganda. During these harsh November days reality intrudes and shows clearly that much of what passed for effective Government in the past few years was only an illusion. Now the reality of the Government’s incompetence bits back and eats away at the thin veneer of the spin that was passed off as representing substance and competence.

The 2009 budget was conceived at a wild party held in a Fianna Fáil fuelled building boom and has been delivered prematurely in a welter of panic and confusion. As we approach the 12th successive year of Fianna Fáil-led Government, we are experiencing a game of “back to the future”. However, one cannot blame somebody else.

The FF Government;s €2.0bn in tax hikes and another €2.0bn in cutbacks in vital infrastructure programmes threaten to turn the current Irish recession into a sustained depression according to Fine Gael Sligo/North Leitrim Deputy, John Perry TD.

Sligo North Leitrim Fine Gael Deputy, John Perry TD called for 'just and fair' treatment of people who have difficulty repaying their homeloans, which include 2000 home owners in Sligo/North Leitrim , in return for what he termed as 'the people of Ireland donating generously in this instance'.

I broadly welcome the objectives of the Bill in seeking to tackle the growing problem of excessive alcohol consumption. Excessive alcohol consumption and binge drinking by young people place a huge strain on public health resources and exacerbate the problems of anti-social behaviour and criminal activity. The Bill does not tackle the cultural problem that Ireland has with alcohol consumption. If we were serious about curbing excessive consumption, we would be discussing the banning of all relevant advertising, especially advertisements associated with sports such as Gaelic games, rugby, horse racing and many others which facilitate alcohol advertisements. This advertising plays a critical role in the glamorisation of alcohol. If we were serious about curbing excessive consumption, we would also deal decisively with the below cost selling of alcohol, especially the campaigns to promote the sale of spirits. We would consider a prohibition of the use of alcohol purchases as a means of increasing bonus or loyalty points, a significant issue when one examines the growth of under-cost selling by supermarkets. I have a vested interest in this issue as I work in the retail trade. I know the difficulties in the promotion by all retail chains of the sale of alcohol.

I congratulate my Fine Gael colleagues, Deputy Creed, who is our spokesman in this area, and Deputy Sheahan, on this critically important motion. If one visits coastal areas such as Killybegs, Castletownbere and Rossaveal, one will see that fishing communities throughout the country were left out in the cold over the last ten years, as the rest of the economy flourished. The previous Fianna Fáil-led Government all but abandoned the fishing industry and the coastal communities. One third of the population lives within ten miles of the coast. Ireland’s territorial waters, which extend 200 nautical miles from the coast, are ten times bigger than Ireland’s land mass. In the absence of leadership over the last 11 years, the Government has been content to waste Ireland’s marine sector, which is one of its greatest untapped natural resources.

During the recent debate of the Fine Gael Private Members Motion on Retaining Cancer Care Services in Sligo Hospital I made a compelling case as to why Sligo Hospital should be developed as one of the centres of excellence for breast cancer care services in the North West.

The Queens County St. Patrick's Day Parade took place last Saturday ( 1st March) at the Rockaways. After the parade a special awards ceremony was held in the local church hall and a number of people were honoured by the Parade Committee including Gael of the Year, John Perry TD.

Following on from the Portlaoise reports we have the Minister and the HSE using the Portlaoise events to push their propaganda that the answer is the 8 centre model of cancer care. In my opinion, the Portlaoise reports do nothing to further the argument for the proposed model.

The Joint Committee on European Scrutiny, which is chaired by Mr John Perry, T.D., has approved a report which could have major implications for regional Irish airports. “Proposal for a Directive of the European Parliament and of the Council on Airport Charges” was considered by the Committee and the decision was taken to adopt the report and recommend it to the Minister.

I ask the Minister to note an anomaly I propose to highlight. Last month the Taoiseach opened the new Irish Aid volunteering and information centre on O’Connell Street. The centre is designed to promote public awareness and understanding of development issues and the role of Irish Aid. I endorse the Taoiseach’s comments at the opening on the positive impact Irish Aid and our missionaries and volunteers are making in crucial areas such as health care, housing, education and the fight against HIV and AIDS in developing countries. Many such volunteers come from my constituency of Sligo-Leitrim and do excellent work in developing countries, often in complex and trying circumstances.
